Free:
probably SMF because it is powerful and has lots of free themes which are easy to customise but is still pretty secure unlike phpbb etc.

punbb is the "nicest" I have found but low on features and only appropriate for small sites. It's the only forum script I have used which doesn't feel bloated.

also MyBB is highly rated but I have no experience there.
