Yer, to be honest you will much often get a better job done, or at least cheaper, by getting a freelancer to do it. There are loads of teenagers on the internet who will do anything for $5 
I know someone with an ecommerce site who used one of those companies for it, he paid a fortune, and because there was no back-linking etc, the limited improvement they made went away soon after he stopped paying them!
Like lapsaJ says, it depends on what exactly you want.
